Anatoly Karpov
IASL Chairman of the International Board of Trustees

Anatoly Karpov is a Russian chess grandmaster and former World Champion. He was the official world champion from 1975 to 1985 when he was defeated by Garry Kasparov. He played five matches against Kasparov for the title from 1984 to 1990, before becoming FIDE World Champion once again after Kasparov broke away from FIDE in 1993. He held the title until 1999, when he resigned his title in protest against FIDE's new world championship rules. For his decades-long standing among the world's elite, many consider Karpov one of the greatest players in history.

His tournament successes include over 160 first-place finishes. He had a peak Elo rating of 2780, and his 102 total months at world number one is the third longest of all time, behind Magnus Carlsen and Garry Kasparov, since the inception of the FIDE ranking list in 1970.

Anatoly Karpov International Chess Tournament, an annual round-robin tournament held in his honour in Poikovsky, Khanty-Mansi Autonomous Okrug, Russia since 2000.

Anatoly Karpov is now Deputy Chairman of the State Duma (Parliament) Committee on International Affairs, full member (academician) of the Academy of Security, Defense, Law and Order, President of the International Association of Public Organizations “International Association of Peace Funds”.

Karina Barsegova

Karina Barsegova is Executive Secretary of the Ethics Committee of the City Clinical Hospital No. 1 named after N. I. Pirogov, the only niece and heiress of Georgiy Barsegov who passed away on January 5, 2019.

Georgiy Barsegov was born on December 19, 1962 in Moscow.

He began his career in the Ministry of Foreign Affairs in 1985 after graduating from the Moscow State Institute of International Relations, where he studied at the Faculty of International Law. He has gone from a referent to the head of the department: he worked in the secretariat of the Interdepartmental Commission on International Legal Issues in Space Exploration, the Department / Directorate for the Peaceful Use of Nuclear Energy and Outer Space, the Directorate / Department for International Scientific and Technical Cooperation, the Department for Security and Disarmament, the Department for new challenges and threats, Department of Non-Proliferation and Arms Control.

His whole life is intimately connected with outer space and cosmic law. For 30 years, he dealt with issues of the formation and implementation of state policy in the field of space activities in Russia, the development of international cooperation in the development of near-Earth space, as well as the development of approaches to solving promising tasks in the regulatory and legal regulation of space activities.

With his direct and most active participation, formats were developed for various categories of international treaties of the Russian Federation in the space field.

Georgiy Barsegov devoted all his strength and knowledge to protecting Russian interests in the peaceful exploration and use of outer space, which earned the respect not only of colleagues in the Ministry of Foreign Affairs and other Russian departments and organizations, but also of foreign partners and even the most ardent opponents.

Georgiy Barsegov belonged to a small cohort of Russian experts who are profoundly familiar with the international legal aspects of space activities. A unique specialist with extensive experience in multilateral space diplomacy.

He was awarded the medal of the Order "For Merit to the Fatherland" II degree (1996) and the badge "For International Cooperation in the Field of Cosmonautics" (2004).

He was distinguished by the highest professionalism, unlimited devotion to the assigned work, exceptional responsibility and an informal approach in upholding the interests of the motherland.

On the rise of his life, a real professional, an experienced diplomat-negotiator and at the same time mentor, willingly sharing his skills and knowledge, a kind, sympathetic and sensitive man of a wide soul, who enjoyed sincere love in the team, among friends and just acquaintances, untimely left us.

Dr. Artem V. Bondarenko, the founder of IASL and its President, is a war veteran who has become an integral part of indispensable formation protecting human rights and democracy, rule of law and sustainable development of humankind. The author of the 2E paradigm, he truly believes the Existential Entanglement of peoples and nations around the world is a must-think-about prerequisite of any act of diplomacy. Throughout his life he has continually set the standards of excellence, especially in federal service and promotion of science and technology. A graduate of the Russian Federation Military University, Dr. Bondarenko followed in his grandfather and grandmother’s footsteps, heroes of WWII, into the world of honor and dignity of the Armed Forces. He also took part in the UN-led peacekeeping operation in Kosovo (KFOR) working together, in a multinational contingent, with US solders as one cohesive and coherent force with a spirit of camaraderie. Dr. Artem V. Bondarenko, a decorated colonel of the Armed Forces and Homeland Security Service, transitioned from active duty to the academia and private sector and moved on to tackling homeland security issues, international space policy and law, management and business administration, R&D and technologies via his commitment to delivering prosperity through an improved regulatory environment, and better trade deals between Russia and the rest of the world. His intellectual interests center on sustainable economic and human development and based on the 2E paradigm he once authored postulating interdependability and common fate of humankind. Dr. Bondarenko actively participates in UN COPUOS, IADC, ISO, and other international space fora. He co-moderated the First UN International Conference on Space Policy and Law in Moscow, September 2018.
